GENERAL PROCUREMENT NOTICE

The Government of Guyana (GOGY) has been awarded a grant of USD171,856 under the CARICOM Single Market and Economy (CSME) Standby Facility for Capacity Building under the 10^th European Development Fund (EDF).  The grant will be administered by the Caribbean Development Bank (CDB) towards the cost of the above named project and GOGY intends to apply a portion of the proceeds of this Grant to eligible payments under contracts procured under this project.

Payments by CDB will be made only at the request of GOGY and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOGY shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following consultancy assignments will be procured under the project:

(a)         Consultancy services for reviewing and drafting regulations.

(b)        Consultancy services for costing of services and establishing a fee structure.

(c)         Consultancy services for developing a National Qualification Framework (NQF).

(d)        Consultancy services for developing a Quality Assurance (QA) system.

(e)         Consultancy services for NQF and QA training.

It is expected that these will be procured during the period March 2015 to May 2015.

Consultants from Guyana and other member countries of CDB, as well as EU Member Countries which are not CDB Member Countries will be eligible to participate in these procurement opportunities.
