INSTITUTIONAL STRENGTHENING OF THE COUNCIL FOR TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING (CTVET), GUYANA

GENERAL PROCUREMENT NOTICE

The Government of Guyana (GOGY) has been awarded a grant of USD104,052 under the CARICOM Single Market and Economy (CSME) Standby Facility Resources under the 9^th European Development Fund (EDF). The grant will be administered by the Caribbean Development Bank (CDB) towards the cost of the above named project and GOGY intends to apply a portion of the proceeds of this grant to eligible payments under contracts procured under this project.

Payments by CDB will be made only at the request of GOGY and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United nations Security council taken under Chapter VII of the Charter of the United nations.  No party other than GOGY shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following consultancy assignments will be procured under the project:

(a)         Consultancy services for the development of a Technical and Vocational Education and Training (TVET) Financing Strategy and legislative framework;

(b)        Consultancy services to design and develop a Gender Responsive Technical and Vocational Education and Training (TVET) Communications Strategy and Action Plan for programmes in the 10 administrative regions.

It is expected that these will be procured during the period February 2015 to June 2015.

Consultants from Guyana and other member countries of CDB, as well as EU Member Countries which are not CDB Member Countries will be eligible to participate in these procurement opportunities.
